ROWLAND HEIGHTS, CA (September 29, 2026) Rowland Water District (RWD) welcomes Governor Gavin Newsom’s September 21 emergency proclamation, which positions California to prepare early for a forecasted strong El Niño season. The proclamation directs state agencies to stage flood-fighting supplies and equipment, coordinate with local governments on public safety, and expand public outreach on storm readiness.
For water agencies, preparing for weather extremes is part of daily operations. RWD staff monitor forecasts, maintain critical infrastructure, and update emergency response plans year-round so customers receive safe, reliable water service in every season.
“The Governor’s proclamation reinforces the planning water agencies carry out every day,” said Tom Coleman, Rowland Water District General Manager. “Water leaders prepare for drought, flood, and emergencies year-round, and a coordinated effort between state and local agencies helps every community get ready. Our team is prepared, and we will keep working alongside our regional partners to protect service for the people we serve.”
As the rainy season approaches, RWD continues its standard readiness practices, including facility inspections, review of emergency response plans, and coordination with neighboring agencies through regional mutual aid networks.
RWD encourages customers to take simple steps to prepare:
- Sign up for local emergency alerts through Los Angeles County.
- Store at least one gallon of water per person per day for several days.
- Keep gutters and storm drains near your home clear of debris.
- Know how to locate and shut off your home’s water valve.
