Directors Bellah, Lewis and Lu-Yang to be appointed to full terms

ROWLAND HEIGHTS, CA (November 4, 2026) – Three members of the Rowland Water District (RWD) Board of Directors will continue serving after each was the sole candidate nominated for their division seat in the November 3, 2026 election. John E. Bellah (Division 3), Robert W. Lewis (Division 4) and Szu Pei Lu-Yang (Division 5) will be appointed to full four-year terms by the Los Angeles County Board of Supervisors.

In a Notice of No Election published August 26, 2026, the Los Angeles County Registrar-Recorder/County Clerk confirmed that one candidate was nominated for each of the three seats. Under Section 10515 of the California Elections Code, the Board of Supervisors appoints the nominee when the number of candidates equals the number of open seats. This process confirms the directors’ continued service and saves RWD the significant cost of conducting an election.

“Continuity on our Board gives our customers and our staff a steady foundation,” said Tom Coleman, RWD General Manager. “Directors Bellah, Lewis and Lu-Yang bring a strong understanding of the District’s operations, finances and long-range planning. Their continued service keeps our policy direction consistent as we carry out projects that will serve this community for decades, reflecting our deep commitment to Caring for Our Neighbors and Our Future.”

The three directors will begin their new terms in December 2026.
