General Manager Tom Coleman

Mr. Tom Coleman was appointed General Manager of Rowland Water District (RWD) in December 2014 after serving as the District’s Assistant General Manager. He reports directly to the Board of Directors and provides leadership and direction to a team of 28 hard-working professionals. Mr. Coleman is responsible for the decision-making and management that allows the District to fulfill its mission of delivering high-quality, reliable water to 55,000 people every day. Setting an example in his field, Mr. Coleman is personally committed to building Rowland Water District’s position as a best-in-class organization and maintaining its impact as a leader in the region. In addition to his leadership at RWD, Tom has been instrumental in mentoring a water district in the Philippines lending his industry knowledge and expertise to help implement programs in another country. His efforts align with RWD’s mission: “We are devoted to caring for our neighbors and our future.”

Mr. Coleman’s career in the water industry spans more than 33 years having served in leadership roles for several water agencies in the region including Bellflower-Somerset Mutual Water Company (BSMWC) for two years and Orchard Dale Water District in Whittier for six years. During his time at BSMWC he was a founding member of the California Association of Mutual Water Companies and while at Orchard Dale Water District, he founded and chaired the “Central Basin Small Water Producers Group”, established to protect the groundwater interests of smaller groundwater rights holders/producers. Mr. Coleman currently serves as a Board Member for the San Gabriel Valley Water Association and the Public Water Agency Group. Before becoming a manager in the water industry, Mr. Coleman held a variety of water management positions with the City of Alhambra and Park Water Company in Downey.

Mr. Coleman has earned certifications in multiple areas including treatment, delivery, resource management and leadership. He holds a State of California Grade V Water Distribution Certificate and a Grade III Water Treatment Certificate.
