June 30, 2025- On May 20, 2025, Rowland Water District (RWD)’s Board of Directors adopted the Operations and Capital Budget for the upcoming fiscal year. The budget reflects RWD’s ongoing commitment to system effectiveness, financial stability, and the responsible management of rising costs and future growth.
RWD undertakes a thorough annual review of its financial strategy to ensure essential infrastructure is maintained, operational costs are addressed, and ratepayer funds are allocated responsibly. This measured and disciplined approach enables RWD to deliver consistent, high-quality water service while positioning itself to meet long-term demands.
“This budget is about protecting every dollar we manage,” said RWD General Manager Tom Coleman. “We are making smart, responsible choices to ensure our community has safe and reliable water now, in the years ahead, and for the next generation.”
As part of its long-range planning, RWD has included a ten-year financial forecast in this year’s budget. This strategic outlook supports informed decision-making and helps RWD sustain healthy financial reserves, meet debt obligations, and implement future rate adjustments in a measured and transparent way.
For the 2025 to 2026 fiscal year, the Board approved a total Operations and Capital Budget of $33.7 million, with $3.9 million allocated to capital improvement projects such as pump rehabilitation, valve replacements, large meter upgrades, and other infrastructure enhancements. The budget also reflects a 3.5 percent inflation rate, anticipated increases in water supply costs from water wholesalers Metropolitan Water District of Southern California and Three Valleys Municipal Water District, and necessary labor cost adjustments.
To maintain service excellence, RWD remains committed to providing career enrichment opportunities that enhance workforce development. As part of this effort, RWD has established career pathways in the Maintenance and Water System Operators classifications for employees who obtain advanced water distribution and treatment certifications. Additionally, RWD’s internship program supports career development in the water sector and helps cultivate future industry talent.
