Rowland Heights, CA (February 18, 2026) —Following a public hearing on February 10th, the Rowland Water District (RWD) Board of Directors approved a new miscellaneous fees and penalties schedule that reduces several customer charges while reinforcing the district’s unwavering commitment to fiscal responsibility, transparency, and community stewardship.
The updated fee schedule reflects RWD’s core principle of charging customers only what it truly costs to provide services, never seeking to generate profit from administrative fees. Customers will see immediate savings in several categories including the New Customer Application Fee dropping from $60 to $35, and the Residential Termination Notice Fee decreasing substantially from $51 to just $18. Additional reductions include the Returned Payment Fee lowering from $30 to $25, among others.
“These fee reductions demonstrate our commitment to serving our ratepayers fairly and transparently, and offering customers some timely economic relief,” said RWD General Manager Tom Coleman. “Our staff continuously reviews our fee structure to ensure we are charging customers only the actual cost of providing these services and never profiting from these fees.”
The comprehensive review of all RWD fees resulted in a balanced approach to rate-setting. While several fees decreased to reflect operational efficiencies, some fees increased modestly to ensure full cost recovery for specific services where expenses have risen. This thorough analysis ensures fairness across all service categories, with each fee calibrated to match the true cost of service without generating profit.
