October 15, 2025 – On October 14, the Rowland Water District (RWD) Board of Directors approved Ordinance 0-10-2025 prohibiting the use of potable water to irrigate certain nonfunctional turf on commercial, industrial, and institutional properties. The action supports state conservation requirements and advances RWD’s long-term strategy to preserve water reliability for the community.

The ordinance follows recent state legislation that requires local water agencies to eliminate potable irrigation for decorative turf that serves no recreational or community purpose. The phased implementation begins in 2027, with later dates for properties in disadvantaged communities. Turf areas used for parks, sports fields, playgrounds, and other community spaces, as well as those irrigated with recycled water, remain exempt.

Compliance will begin with education and outreach to help customers adjust to the new requirements. Those found using potable water on nonfunctional turf will first receive written notice and time to correct the issue. Continued noncompliance may result in fines or, in rare cases, flow restrictors or service disconnection. RWD’s goal is to encourage understanding and cooperation, ensuring every customer has the resources and support needed to use water efficiently.
