October 1, 2025 — The Rowland Water District Board of Directors has reaffirmed its commitment to leadership and transparency by completing two key state-mandated trainings during the past two months of public board meetings.

The Board participated in both AB 1825 and 1661 Sexual Harassment Avoidance Training and AB 1234 Ethics Training, pursuant to the State Attorney General’s standards.  Both sessions were facilitated by Best Best & Krieger, which currently serves as RWD’s general legal counsel.  The trainings provided directors with practical guidance on workplace respect, legal compliance, conflicts of interest, and ethical decision-making in the context of public service.

“Strong governance starts with accountability and a willingness to learn,” said RWD President John Bellah. “Our Board takes pride in ensuring that we meet not only the legal requirements of public service but also the highest standards of conduct and responsibility. These trainings reinforce our commitment to serving the public with integrity and respect.”

By completing these programs in open session, Rowland Water District continues to demonstrate its dedication to upholding the public’s trust while modeling best practices.  These trainings are a central part of RWD’s Strategic Plan, which emphasizes good governance as a foundation for effective leadership and service to the community.
