Rowland Heights, CA (March 11, 2026) – The Rowland Water District (RWD) Board of Directors approved updated capacity fees at a public hearing held on March 10, 2026. These fees are a one-time charge paid by new development to connect to the District’s existing water system, ensuring growth pays its fair share rather than placing that burden on existing ratepayers.
The updated fees reflect the true replacement value of the RWD’s water infrastructure in today’s dollars, accounting for the significant construction cost inflation experienced in recent years. The fee structure ensures new connections contribute proportionately to the capital reserves that existing customers have already helped build, keeping new and existing customers on equal footing.
Revenue from capacity fees supports RWD’s Capital Improvement Plan, which funds critical system upgrades and helps stabilize ongoing water rates for all customers.
